Glyphosate is the most significant product in China's pesticide industry, generating approximately $150 million in annual revenue. Zhejiang Xin'an Chemical Industry Co., Ltd. stands as the leading producer and exporter of glyphosate within the country. However, this sector has repeatedly faced scrutiny from international markets. Since 1995, three major domestic manufacturers, including Xin'an Chemical, have been subjected to anti-dumping, anti-circumvention, and anti-absorption investigations, as well as sunset reviews by entities such as the U.S.-based Monsanto Company, the European Union, Argentina, and Australia. As a result, glyphosate has become one of the most frequently targeted chemical products in China, facing numerous trade barriers and anti-dumping measures. The foreign trade of Chinese chemical products, especially glyphosate, has been heavily impacted by global anti-dumping and technical trade barriers in recent years. These products are often labor-intensive and rely on competitive pricing, contributing significantly to the country’s trade surplus—accounting for nearly half or more of the total. Products like pesticides, dyes, textiles, chemical intermediates, and leather goods from Zhejiang have increasingly come under fire in foreign markets, frequently facing anti-dumping investigations and trade protection measures. According to Jin Yonghui, deputy director of Zhejiang's Department of Foreign Trade and Economic Cooperation, the province’s foreign trade is expected to surpass $70 billion this year, with an average annual growth rate exceeding 30%. Private enterprises play a crucial role in Zhejiang’s foreign trade. Last year, private companies exported over $23.8 billion worth of goods, and by August this year, the province had approved 18,800 qualified import and export enterprises. Most large-scale petrochemical companies now have self-sufficient import and export rights, making private and small-to-medium enterprises the driving force behind Zhejiang’s export growth. However, this rapid expansion has also posed challenges to the stability of the foreign trade market. From 2002 to August this year, Zhejiang encountered trade disputes, including anti-dumping, anti-subsidy, safeguard measures, special safeguard measures, and 337 investigations initiated by 18 countries, including the U.S., EU, Turkey, India, and Australia. A total of 116 cases involved over $2.8 billion, representing about one-third and one-quarter of the national total. Regardless of the scale, variety, or value of the cases, Zhejiang remains the top province in terms of international trade friction. To manage these challenges and ensure a stable trade environment, Jin Yonghui officially announced on September 26 that the "Administrative Measures on Anti-Dumping Exports of Zhejiang Province" was included in the 2005 government regulations. Zhejiang also became the first province to establish a fair trade agency to guide responses to international trade disputes. The province launched its first anti-dumping legal talent training program, with the first batch of courses held in Hangzhou. This marks Zhejiang as the first province to actively promote local legislation against dumping and improve the standardization of data management in international trade cases. In addition, Zhejiang is focusing on key export markets in Europe and the U.S., strengthening the dynamic tracking and evaluation of sensitive products. Currently, the province monitors 100 key export items, including chemicals, and 261 sensitive products. It has also set up information and detection points for enterprises with exports exceeding $100 million, enhancing the early warning system for foreign trade. Furthermore, Zhejiang is actively transforming its foreign trade model by accelerating overseas investments and reducing trade tensions.
