With the great attention of the Party Central Committee and the State Council, a series of policies and measures to deepen reforms in standardization have been introduced. With the joint efforts of the department of standardization of the State Council, various departments, localities, all fields and all levels, China’s standardization work has achieved remarkable results. Today, the author carefully combed 10 major events of the 2015 standardization work.

I. The State Council Standing Conference launched four measures to reform the "China Standard"

On February 11, 2015, Premier Li Keqiang presided over the executive meeting of the State Council in Beijing. The meeting pointed out that we must deepen reforms, optimize the standards system, improve standards management, and change the current situation in some aspects of the standard management "soft", the standard system "disorderly" and the standard level "low", and promote the promotion of product and service competitiveness, inspire Market vitality, promote economic upgrading and efficiency upgrading.

The meeting determined that the first is to improve the standardization of laws and regulations, carry out the evaluation of the implementation of standards, strengthen supervision and inspection and administrative law enforcement, and strictly investigate and punish violations of laws and regulations, so that standards become a "hard constraint" on quality. The second is to comprehensively clean up and revise the current national, industry, and local standards, integrate current mandatory standards at all levels, establish a unified mandatory national standard, gradually reduce the recommended standards, and promote the transition to public welfare standards. The third is to encourage associations, associations, chambers of commerce, and industrial technology alliances to formulate publishing group standards; allow enterprises to independently formulate and implement product and service standards, and establish an enterprise standards self-declaration and disclosure system. The fourth is to raise the level of internationalization of standards, relax the participation of foreign-funded enterprises in the formulation of Chinese standards, and provide "passes for passing" for manufacturing in China.

II. The State Council issued the "Deepening the Reform Program for Standardization Work"

On March 26, 2015, the State Council issued the "Deepening Reform Plan for Standardization Work" (hereinafter referred to as the "Project"), deployed reform standards and standardized management systems, improved the working mechanism for standard setting, strengthened the implementation and supervision of standards, and brought into full play the standardization. It plays a fundamental and strategic role in advancing the modernization of national governance systems and governance capabilities, and promotes sustainable and healthy economic development and overall social progress.

The "plan" proposes that the overall goal of the reform is to establish a new standard system that is coordinated by the government-led standards and the market's self-developed standards, coordinated and matched, and a standardized management system that is unified and coordinated, operates efficiently, and the government and the market co-govern. The new pattern of standardization work effectively supports the construction of a unified market system, making standards a “hard constraint” on quality and pushing China’s economy toward the mid- to high-end level.

3. Deepening the reform of standardization and finalizing the action plan On August 30, the General Office of the State Council issued and issued the "Notice on Implementing the Action Plan for Deepening Standardization Work Reform (2015-2016)" (hereinafter referred to as the "Notice"). Promote the reform of standardization work.

The “Notice” clarified 14 work tasks: carrying out mandatory standards clean-up assessments; reviewing and revising recommended standards; optimizing recommended standard-setting and revision procedures; conducting group standards pilots; conducting self-declaration disclosure and supervision systems for corporate products and service standards Pilots; strengthen standard implementation and supervision; improve the management of standardized technical committees; raise the level of internationalization of standards; promote Chinese standards "going out"; strengthen informationization; intensify propaganda work; strengthen funding for standardization work; strengthen standardization of the rule of law; Establish a unified planning and coordination mechanism of the State Council.

IV. Development Plan for National Standardization System Development On December 17, 2015, the General Office of the State Council issued the "National Standardization System Development and Development Plan (2016-2020)" (hereinafter referred to as "Planning"), which is the first in the field of standardization in China. The implementation of major reform measures such as mandatory standards reforms, reforms of recommended standards, reforms of group standards and corporate standards, internationalization of standards, and the construction of an overall coordination mechanism have all put forward specific implementation requirements.

V. The State Council has fully deployed the standardization of energy conservation On April 4, 2015, the General Office of the State Council issued the "Opinions on Strengthening the Standardization Work of Energy Conservation" (hereinafter referred to as the "Opinions"), and fully deployed the energy conservation standardization work.

The Opinions call for innovative energy-saving standardized management mechanisms, improve the energy-saving standards system, strengthen the implementation and supervision of energy-saving standards, effectively support the national energy-saving emission reduction and industrial structure upgrading, and better play the basic role of standardization in the construction of ecological civilization. The "Opinions" proposed to explore energy efficiency benchmarking conversion mechanism, incorporate energy efficiency "leader" indicators into mandatory end-use energy product energy efficiency standards and industry energy consumption limit standard index system; improve the standard system, implement 100 energy efficiency standards to advance projects, and form coverage industries. Energy efficiency standards in key areas such as energy, construction, transportation, and public institutions; promoting the internationalization of energy-saving standards and expanding the international market share of energy-saving technologies, products, and services.

VI. Establishment of the Inter-ministerial Joint Meeting of the State Council's Standardization and Coordination Promotion The establishment of the inter-ministerial joint meeting of the State Council's standardization and coordination promotion was formally established on June 1, 2015. 7. Standard Unicom's “Belt and Road” key tasks were confirmed On October 22, 2015, the Leading Group Office of the “Belt and Road Initiative” was promoted to publish the “Standard Unicom One Belt One Road” action plan (2015-2017) (hereinafter referred to as the “plan”). ).

The Plan has identified 10 key tasks: Accelerating the formulation of the "Going Global" special plan for China's standards; Deepening standardization and mutually beneficial cooperation and advancing mutual recognition of standards; Promoting the common establishment of international standards and organizing the translation of 500 urgently needed national and industrial standards in foreign languages. To carry out comparative analysis of import and export commodity standards and strengthen standardized services for enterprises; to gradually develop ASEAN agricultural standardization demonstration areas in the area of ​​specialty agricultural products; to strengthen standardization and cultural exchanges; to study and establish standardized cooperation and communication mechanisms; and to strengthen the research of key countries and regional standards Establish a "standardized think tank" system; support localities to take advantage of their geographical advantages, language and culture, and special industries, and develop standardization and cooperation in all aspects.

VIII. Guidelines for the Construction of a Smart Manufacturing National Standard System Guide On December 29, 2015, according to the “China Manufacturing 2025” strategy, the National Intelligent Manufacturing Standards System Construction Guide (2015 Edition) was prepared by the Ministry of Industry and Information Technology and the National Standards Committee. The “Guide” defines the overall requirements, construction ideas, construction content, and organization and implementation methods of the intelligent manufacturing standard system. The reference model of the intelligent manufacturing standard system is established from three dimensions: life cycle, system level, and intelligent function, and the intelligent manufacturing standard is proposed. The system framework includes application standards for different industries including five basic common standards and five key technical standards and ten major application fields.
