National Unification of Port Tally Management Permits

In order to further strengthen the management of the port cargo handling industry, the Ministry of Transport decided to renew the new port cargo handling business license from November 1 to December 31, 2010.

According to the relevant person of the Water Transport Bureau of the Ministry of Commerce, the object of this renewal is the operator who has been approved by the Ministry of Transport (or the former Ministry of Transportation) to obtain the business qualification of the port cargo handling business. The new operating license is valid for 3 years. 30 days prior to the expiry of the validity period of the certificate, the issuing authority shall apply for the extension of the formalities.

With regard to the scope of business, the Ministry of Transport made further clarifications: first, the handling of cargoes and containers on international and domestic routes; secondly, containerized and unpacked cargo handling; thirdly, the measurement of goods and large quantities; and fourth, the measurement of ships' water meters; The fifth is supervisory equipment and supervisory unloading; the sixth is cargo inspection and box inspection and monitoring; the seventh is the issue of cargo handling documents and tally reports; and the eighth is information on tally information.

The relevant personnel of the Ministry of Water Transport told the reporter that the replacement of the port cargo handling license is an important measure for the Ministry of Transport to strengthen the management of the port cargo handling industry. The Ministry of Transport stressed that all tally agencies should conduct business in accordance with the scope of approval of the “Private Port Operation License of the People's Republic of China” (port cargo handling business), provide fair and fair tally service, and must not arbitrarily exceed the scope of adjustment of charging standards. The terminal operator shall provide services for qualified tally agencies to enter the dock area, provide necessary conditions and facilities, and no unit or individual may use unfair means to obstruct or restrict the tally company from entering the dock area to carry out business operations. The behavior of the Ministry of Transport will be severely investigated and dealt with according to law.
