On Tuesday, April 10, 2018, the DuPage County Board took a significant step toward dissolving the North Westmont Fire Protection District. The decision was made unanimously, marking another chapter in the county’s ongoing effort to streamline local government structures.

The dissolution of the district will eliminate its annual tax levy and erase its accumulated debt of $300,000 over the past five years. Additionally, an estimated $11,000 in annual administrative costs will now be redirected to directly support fire and emergency services in the area.

A new agreement with the Village of Westmont ensures that residents of the former district will continue to receive fire and ambulance services. The village will now handle these responsibilities through a newly established Special Service Area (SSA), which aims to fairly distribute the cost of fire protection among all residents.

“This is a prime example of how collaboration between local governments can lead to better outcomes for taxpayers,” said DuPage County Board Chairman Dan Cronin. “The new model provides sustainable funding for essential public services, and I want to thank the officials and residents who worked together to make this happen.”

Residents of the North Westmont Fire Protection District had already shown strong support for the change. A survey conducted in 2016 revealed that most residents favored transitioning their fire protection services to the Village of Westmont. In June 2017, the county board approved the creation of the SSA, allowing the village to set up a fair rate structure for fire services. The SSA was officially established in February 2018, following approval from both the village and the county clerk.

This move makes the North Westmont Fire Protection District the fifth local government entity to be dissolved by DuPage County. Previous dissolutions included the Timberlake Estates Sanitary District, the DuPage Fair and Exposition Authority, the Fairview Fire Protection District, and the Century Hill Street Lighting District.

North Westmont, a paper district that only collects taxes to fund fire and ambulance services for an unincorporated area near Westmont, is set to become the fifth unit of local government to be disbanded by DuPage County.

On Tuesday, the county board voted to start the process of dissolving the North Westmont Fire Protection District. Once the process is complete, the district’s approximately 4,000 residents will continue to receive emergency services through the Westmont Fire Department.

Unlike traditional fire districts, North Westmont doesn’t operate a station or have its own equipment or personnel. Instead, it collects property taxes from 561 parcels and uses the funds to pay the Village of Westmont for emergency response and fire services.

Under the new arrangement, residents will now pay the village through a newly created Special Service Area (SSA). This area is bordered by Westmont to the east and south, Downers Grove to the west, and Oak Brook to the north.

In 2013, a state law change gave DuPage County the authority to dissolve North Westmont and 12 other local entities. Since then, the county has successfully dissolved several units, including the Timberlake Estates Sanitary District, the DuPage Fair and Exposition Authority, the Fairview Fire Protection District, and the Century Hill Street Lighting District.

The push to disband the fire protection district gained momentum after a 2016 survey showed that most residents supported the idea. In June 2017, the county board granted the Village of Westmont permission to establish the SSA, which was later approved by the village in December and officially established by the county clerk in February 2018.
