On Tuesday, April 10, 2018, the DuPage County Board took a significant step by voting unanimously to begin the process of dissolving the North Westmont Fire Protection District. This move marks the fifth time that a local government entity in DuPage County has been disbanded. Once the dissolution is finalized, the district’s residents will no longer be subject to its annual tax levy, and the $300,000 in debt accumulated over the past five years will be forgiven.
Instead of maintaining the current structure, the district's responsibilities will now be handled by the Village of Westmont. The agreement ensures that fire and ambulance services continue to be provided to the unincorporated areas within the district. Additionally, the administrative costs—previously around $11,000 annually—will now be redirected to support fire services directly.
DuPage County Board Chairman Dan Cronin praised the collaboration between the village, the fire district, and residents, calling it a successful model for sustainable public service funding. A 2016 survey showed strong resident support for the change, and in June 2017, the county approved the establishment of a Special Service Area (SSA) to ensure fair and equitable rates for all residents.
The SSA was officially created in February after Westmont approved the proposal in December. This follows a 2013 state law that allowed DuPage County to dissolve several local entities, including the Timberlake Estates Sanitary District, the DuPage Fair and Exposition Authority, the Fairview Fire Protection District, and the Century Hill Street Lighting District.

A paper district that only collects taxes to fund fire and ambulance services for an unincorporated area near Westmont is set to become the fifth local government entity to be disbanded by DuPage County. On Tuesday, the county board voted to start the dissolution process of the North Westmont Fire Protection District, which serves approximately 4,000 residents.
Unlike traditional fire districts, North Westmont doesn’t operate a fire station or have its own equipment or personnel. Instead, it collects property taxes from 561 parcels and uses the funds to pay the Village of Westmont for emergency response and fire services. Under the new arrangement, residents will now pay through a newly established Special Service Area (SSA), which covers the area bordered by Westmont to the east and south, Downers Grove to the west, and Oak Brook to the north.
This shift comes after a 2016 survey found that most residents supported the idea of discontinuing the district and relying on the village for services. In 2013, a state law change gave DuPage County the authority to eliminate such entities, and since then, the county has dissolved several other units, including the Timberlake Estates Sanitary District and the Fairview Fire Protection District.
The process to create the SSA began in 2017 when the county board granted Westmont permission to establish it. The village approved the plan in December, and the County Clerk officially formed the SSA in February. This move reflects a broader trend of streamlining local government structures to better serve residents while reducing financial burdens.
