In some localities, all employees of hazardous chemicals companies are included in the special operations personnel's strict management, while in others, the safety training and certificate management of hazardous chemicals operators are relaxed on the ground of ambiguous documents.
In recent years, China's hazardous production safety accidents, the production process is mostly chlorination, nitrification, synthetic ammonia and other 15 dangerous chemical processes. The reasons for analysis are mostly caused by the low level of safety operation skills of special operators and failure to understand the safety operation knowledge and rescue knowledge. For example, last year, the “3.17” ammonia leakage accident of Suizhou Dadi Chemical Co., Ltd. in Hubei Province was a typical safety accident caused by illegal operation of dangerous processes. To this end, the State Administration of Work Safety proposes to curb the production of safety hazards, on the one hand, it must strictly control the access of new projects for hazardous chemicals, and on the other hand, it must improve the quality of hazardous chemical employees, especially special operators.

It is understood that the newly issued regulations will include phosgene and phosgenation, chloralkali electrolysis, chlorination, nitration, ammonia synthesis, cracking (cracking), fluorination, hydrogenation, diazotization, oxidation, peroxidation, amination, and sulfonation. Sixteen processes such as chemical, polymerization, alkylation, and chemical safety automation instruments are classified as hazardous chemical product safety operations. At the same time, the scope of application is clearly defined for various types of process operations. For example, chlorination process operations refer to the operations of liquid chlorine storage, gasification, and chlorination reactions. It is applicable to the replacement of chlorination, addition chlorination, and oxychlorination processes. Operation job.
