The Chinese titanium dioxide industry and enterprises actively responded to the anti-dumping case against rutile titanium dioxide in Korea. On March 31, a response delegation of 8 Korean TiO2 cases consisting of the China Council for the Promotion of International Trade, the China Titanium Dioxide Industry Association, and a titanium dioxide company took part in the hearing of the “industrial hindrance” investigation of rutile titanium dioxide produced in Korea. Return home.

At the hearing, Deputy Minister Liu Chao of the Legal Department of the China Council for the Promotion of International Trade stated the necessity and legitimacy of the protection of the legitimate rights and interests of China's titanium dioxide enterprises. Liu Chao pointed out that it is extremely rare for South Korean investigation authorities to open anti-dumping investigations on the ground of “blocking the establishment of industries.” This case is also the first trade relief case since the entry into force of the China-ROK FTA, which has symbolic and exemplary significance.

On December 30, 2015, the Korea Trade Commission (KTC) issued an announcement to initiate an anti-dumping investigation against coated rutile titanium dioxide (Titanium Dioxide) originating in China. The prosecutor in this case was South Korea's COSMO Chemical Co., and the product involved was coated rutile titanium dioxide. The dumping investigation period of the case was from July 2014 to June 2015, and the damage investigation period was from January 2012 to June 2015.

Under the organization of the China Council for the Promotion of International Trade, the China Titanium Dioxide Association, as well as the three titanium dioxide companies of Longxi, Lililian and Ningbo Xinfu responded positively to the anti-dumping investigation. At the hearing held on the 28th, Qu Haiming, deputy general manager of Sichuan Longxi Group and Zhou Ying, deputy general manager of Ningbo Xinfu Titanium Dioxide Co., Ltd., introduced the production status of the involved products and expressed their opinions opposing the case. Representatives of the Korean downstream companies attending the meeting said that titanium dioxide produced in China is an important raw material guarantee for the Korean downstream industry. The products involved in the case brought by the prosecution cannot meet the needs of the Korean market in terms of output or quality. Imposing anti-dumping duties on the products involved will seriously damage the interests of the vast majority of the downstream industries in Korea and violate the public interests of South Korea.

On March 29, the Chinese delegation held talks with the Korea Paint and Printing Ink Association. The two sides stated that they will actively respond to and cooperate with each other in the follow-up investigation process; on March 30th, the Chinese delegation and the Korea Trade Association implement the China-ROK FTA. Enhance the legal services of commercial affairs and exchanged opinions in depth. At the same time, they conducted in-depth lobbying on the Korean anti-dumping case against titanium dioxide in China.

Liu Chao said that from a factual point of view, for more than a decade, Chinese titanium dioxide production enterprises have established mutual trust and mutually beneficial cooperation with Korean domestic downstream companies. The “occasionally suspended production” of individual types of products of individual Korean companies is due to market changes and poor management. As a result, it has nothing to do with the normal export of Chinese companies. From a legal point of view, the “impeding of the establishment of an industry” is higher than the threshold of evidence required by “substantial damage” or “threats of substantial damage”, and the evidence provided by the applicant cannot meet the relevant requirements. The China Council for the Promotion of International Trade (CCPIT) was very concerned at the beginning of the case and urged the South Korean investigation authority to handle the case fairly.

According to customs data, from January to November 2015, China exported 482,800 tons of titanium dioxide, and the total trade volume was approximately USD 877.7 million. Among them, India, the United States, and Brazil are the top three export destination countries with export volumes of 56,166 tons, 43,385 tons, and 42,829 tons, respectively. South Korea ranks fourth, with 38,831 tons exported, an increase of 11.37% over the same period of last year. The amount is 34,866 tons.

1.The classification:
The classification of fiber glass purification tower : Wet Exhaust Gas Cleaning and Dry Exhaust Gas Scrubber.Wet Exhaust Gas Cleaning divided into : packed tower, scrubber tower, desulfurizing tower,Swirl plate tower ,bubble cap tower,stripping tower,absorbing tower; Dry Exhaust Gas Scrubber divided into: activated carbon adsorption tower ,SDG dry acid waste gas adsorption tower . It apply to dispose harmful gas: sulfuric acid mist (H2SO4), hydrogen chloride (HCL) gas and hydrogen (HF) gas, chromium acid (CrO3), hydrogen gas (HCN), hydrogen sulfide (H2S), ammonia (NH3), nitrogen oxide (NOx), organic acid, benzene e,etc.  The adopted way is different according to different waste gas.It is more better that using dry adsorption way for organic waste gas, and using wet purification or wet+dry adsorption way for Inorganic acid .


2.Introduction of two main type

A) Dry Exhaust Gas Scrubber:Dry scrubber use a catalyst to remove toxic components by chemisorption or adsorption to their surface. The required contact time is very short and does not depend on the inlet concentration. When most of the material has reacted, the cartridge with the catalyst has to be exchanged. This abatement method can be used for almost all processes used in the microelectronic industry. It does not require power, gases, or water for the gas cleaning. However, it requires maintenance. The catalyst has to exchanged regularly and the waste material has to be disposed. Adsorber material mixed with some color agent or indicator is used to indicate in a special window, when 90% of the catalyst has been used and the material needs to be exchanged. It is possible to install an automatic alarm based on an electronic color sensor. 

  B) Wet Exhaust Gas Cleaning:A wet scrubber is a simple method to clean exhaust air or exhaust gas and remove toxic or smelling compounds. In the flue gas scrubber, the gas gets in close contact with fine water drops in a co-current or counter current flow. This method is more effective when the water drop size gets smaller and the total surface between water or washing fluid and the gas gets larger. The water or washing fluid is recirculated normally in order to save water and reduce the amount of waste water.

3.Application:
  
 Acid gas: sulfuric acid, HLC, nitric acid, HF etc.
 Alkali gas: NAOH, KOH, NHS etc.
 Organic gas: benzenes, alcohols, phenols.
 We used different absorption solvent for dealing with different harmful gas.
 
4.Attention:
 
1. This purification tower should be installed on anti corrosion basis which is higher 100mm than ground. Pump with acid resistance should be on another anti corrosion basis.
 2. This equipment should be installed indoor, in order to prevent cold weather from effecting on equipment and absorption solvent.
 3. If there is no PH controlling system, PH of acid or alkali solvent should be checked regularly, and consistency should be adjusted at any time.
 4. Spray-head and filling material should be checked regularly, in order to avoid plugging, any problems should be solved immediately.
